WHY is e911 is tied to a profile INSTEAD OF A PHONE!?

If a person has has two phones, one on his desk at WORK and one at his desk at HOME, then why is the e911 address not able to be assigned to the physical phone? When someone logs into a phone then the profile is assigned to that phone and unassigned to whichever other phone it may have been assigned to previously. If the phone is not in the same location then e911 is circumvented and emergency services WILL go to the wrong location. Since it is highly unlikely that an individual user is going to log into a phone and then, boot their computer, log into ShoreTel and change the e911 location EVERY TIME they arrive at home and again when they arrive at work this is a lawsuit against ShoreTel just waiting to happen.

If my understanding is incorrect, please correct me.
