IP Phone Failover

We have a customer who experiencing issues with failover. All sets are of the 400 series varity. When conducting a failover test, first when removing network connection from appliance, we see the spare come over to the site, however phones never register to spare. Secondly, when removing power from site appliance, we again see the spare come over to the site, however phones never register to the spare....until power is reintroduced to the site appliance....weird huh?

Any thoughts greatly appreciated.
