Can't Change From Primary To External Assignment

When trying to change the primary phone port from the deskphone to an external assignment, the user gets the message of "Your extension could not be assigned externally : the server is unable to perform this operation at this time"

Any help on this is appreciated!

Just a couple of questions and ideas:

-Does the extension currently have a physical phone assignment? -Is this user located at a remote site to HQ? -Does the user's User Group have permissions on the class of service to allow external assignment?
