Can't Change From Primary To External Assignment

|When trying to change the primary phone port from the deskphone to an external assignment, the user gets the message of "Your extension could not be assigned externally : the server is unable to perform this operation at this time"
Any help on this is appreciated!

|Just a couple of questions and ideas:
-Does the extension currently have a physical phone assignment? -Is this user located at a remote site to HQ? -Does the user's User Group have permissions on the class of service to allow external assignment?
