Caller to VM when agents are available

Is there a way to force the system to send a caller to VM if say one of the agents forgot to log out or go on release and a call hits them and start ringing their phone.
We want to have it so that someone forgets to go on release and steps away from their desk, that caller doesn't sit on their line forever and instead say 4 mins pass, to send them to VM.
Anyone has done this or knows whether is possible?
