What's the mechanism that allow Shoretel phones to register with the voice Vlan on the (Cisco) switch?

Option 156 setup on the VLAN's should get the phone over to the Voice VLAN but that is going to be through the DHCP server to do that.

ftpservers=ip_address, country=n, language=n, layer2tagging=n, vlanid=n Where  ip_address is the IP address of the ShoreTel Headquarters server.  n in country=n corresponds to the country number in Table 13.  n in language=n corresponds to the language number in Table 14.

Also just a side note you need to make certain that the DHCP options are setup in *both* VLAN's DHCP scopes.

Yes. Option 156 should be present in the native(untagged) and tagged DHCP scopes. If the tagged scope has different setting the phone will reset again and it can start to loop.

For IP400 series phones also include "configservers="

Example option 156 for voice vlan of 200. Director IP = 10.1.1.10: configservers=10.1.1.10,ftpservers=10.1.1.10,layer2tagging=1,vlanid=200,language=1,country=1
