ECC agents stuck in wrap up mode

All agents are getting stuck in wrap and the only way to fix this is to reboot the server.
There are to many calls stuck in the BCC table and one by one as agents finish calls they enter a wrap state that they can't get out of. If the close agent toolbar the will cure the issue for the next call but when it ends will get stuck in wrap again.
