TAPI and CallId Issue

I am currently developing an application which is monitoring TAPI events (note I am not using the Com object to monitor the events just straight TAPI). I have noticed that when I run my application on a client site some of the calls have a CallId of zero (normally one sees a CallId such as 3036295696) and the call information is not available.

Does anyone know why this occurs? Is this an issue with the TSP/TAPI?
