ECC transfers caller to off prem number. Any way of having the ECC become aware of Trunk conditions and queue (camp on) the call when the PRI gets full?

(Application: Local Utility uses ECC for Auto-Attendant. Callers can report outage after hours: ECC sends call up to Regional Utility answr service. SInce each call now uses 2 channels, PRI fills up quickly. Once filled, clalers that get thorugh get droped during transfer)
