Outbound call leaving a message

I am looking into to options for Outbound calling.
1. Have ECC make outbound call using dial list and leave a message.
2. Have ECC make outbound call using dial list and leave a message or give the answering party the option to press 1 to be connected to an agent.

DO not want an agent involved unless the called party wants to call to one.

HAs any body worked on anything like this. If so any information you can provide would be greatly appreciated.
