ECC License Question

Have a customer interested in testing the chat function. Today they have 10 licenses for chat and about 65 agents with ECC 7. Can they go above the amount of licenses temporarily like the PBX side? What happens if they try to have more agents login than licensed for? For example, if they have 20 agents in a group enabled to do chat and 11 agents login what happens with the 11th agent? In the past I believe this caused all agents to be logged out.
