TAPI Losing Line Settings

We've got a customer using TAPI dialing through a software called Sendouts. Whenever they report that they've lost outbound dialing through the software, it's always due to dialer.exe not using the correct line. It seems to default back to the Agile VPN connection instead of the Shoretel TSP. Any ideas why this is happening or how to stop it?
