Not receiving calls

I have been trying to get Mobility to work with our system for over 6 months and have finally gotten to the point where everything works except that Mobility is not able to call my cell phone. If I use the test dialer it works fine but when I call my pbx extension I only get a busy signal. I checked the logs and the only thing I can see different is that the calls using the test dialer are sent from 4083@twd.local whereas calls to my ext are sent from 202xxxxxxx@twd.local. I am wondering if my pbx is rejecting the call because it doesnt recognize that as a valid extension...

Any ideas?

So are you tring to call your cell from the same cell using the RAC? it would appear you are using 4 digit extensions, correct?
