Agent being put in last release code

After call is completed agents go into last release call used automatically. I have restarted all Shoretel Gear, Checked network traffic, wiresharked end to end, restarted Port Mapper and the issue still occurs. I have also engaged our vendor multiple times and all they have done is pull loggs over the past 4 months.
