CallerID not being passed from Mobility App

We have about 10 users on Mobility. 6 of them work fine / if they dial from Mobility they appear to be calling from their primary account (desk phone extension).

I created 4 new Mobility users - they provisioned just fine but CallerId just shows as restricted when any of them call a deskphone.

I have tried to compare user settings in Director and Mobility but see no major difference between the new users and the existing users. None of them are set to private.
