No ST dial button in Act

I'm working with a customer who has reassigned a computer to a new user. Shoretel act was working with the previous user. With the new user, when we try to go into Tools and customize In Shoretel Act-Up and attempt to check the Shoretel dial button, it's not there. Has anyone seen this? Thanks.
